You can do this via SNMP thru that APC network management card if you are using APC Smartups with a network card.

This cards use your local area network you can assign an IP on the card where you can access its web interface via local http /https protocol or access the console via telnet / ssh or serial connection using hyper terminal you also have other ways to monitor it by SNMP Bacnet and Modbus TCP and Physical modbus( only on the AP9643 card.)
Another option is thru Powerchute serial shutdown software may work with back ups and Smartups unit that has a data port but you need the UPS to be always connected to a computer and you can use the software to use SNMP to command and monitor the UPS(I Personally have not tried it yet) it supports SNMPV1 and SNMPV3

The oid usually with write settings can be used to change configuration and issue commands
