PCPE 3.0 -- unable to download

I've been trying to get PCPE v3.0 for Windows 7 from the download web site, but the download link I am given is invalid. It just doesn't work. I've tried to fetch it with Chrome, IE and Firefox, and the link is definitely dead.

Any alternate link I can use? Frankly given that this is software that's only useful with the APC hardware I really don't see a good reason why it has to be a restricted download...
