I bought a new Backup ES 725 to manage my PC, 19" lcd monitor and small network switch. Runs fine, switches to battery fine and hibernates windows. My problem is that the computer is not powering back on when AC is restored. Bios is set to power on on AC loss and it works just fine when I test it manually.
For the the UPS, I do see it killing power for about 1 second (via leds on network switch) but it doesn't seem to be long enough for the PC to notice the loss. Is there a way to increase the delay the UPS kills the power or some other suggestions to get around this issue.

Just the length of the power loss.
I do actually see the power being cut when ac service is back on, it clicks and everything. It appears in my case that the time it kills the power just isn't long enough for my power supply/computer to drain enough charge to notice the power loss. Any other suggestions as a work around (without getting a more expensive ups)? Otherwise I'll have to leave the usb out and use it unmanaged since I have to have it on when possible. Thanks.

He is talking about the automatic graceful shutdown capabilities of the UPS. After a shutdown is initiated, there is an OS shutdown delay (not configurable in a Back-UPS). Once this delay has expired, the UPS goes into a sleep mode where it will cut power to the on battery outlets. The idea behind this is that once normal AC power returns, the UPS will wake up, resupply power to the outlets, and a computer system could be configured to automatically boot when it sees its power source return.
The momentary power cut he is referring to happens if normal AC power returns after a graceful shutdown has begun, but before the UPS goes to sleep. In this case, the UPS will still complete its shutdown delay, and as soon as it goes to sleep (and cuts power), it will wake up. A computer should see this as a power cycle, and theoretically boot back up automatically. Non of this hurts the computer, because at this time, the OS has already been brought to a shutdown state.

Could you try your test again, but do not restore power to the UPS until after your UPS goes into its sleep mode? You should be able to tell when its 'sleeping' because it will stop outputting battery power. Plugging a lamp into the battery outlets should be an easy way to know for sure.
Once its sleeping, give it a few seconds, and then plug the UPS back into AC power. This should have been plenty of time for your computer to recognize that power had been cut, and has returned. Once the Power is back to the UPS, the lamp should come on automatically, and hopefully your computer too.
