I get an overload, even with nothing plugged into the UPS. With the battery removed, I get no overload. Could the batteries be the problem? I have a volt-ohm meter, perhaps I could measure the batteries to determine if they are bad.
I also also notice that the cooling fan in the back does not run. Dont know if that could be related.

I'd suggest calling support and setting up a case.
They'll probably have you coldstart the unit, which involves having the unit off and unplugged and battery installed. Then, press and hold the on button and listed for the second long beep. During that beep release the front button and the unit should come on to battery. If you're still seeing an overload, it probably needs replaced unfortunately.
