Hello, my older Back-UPS XS-1200 / BX1200 unit will only go into battery mode when powered on. Nothing is connected to the UPS. When plugged into wall outlet and powered on, green 'online' light flashes, then light goes out and yellow 'on-battery' light comes on and stays on. Input voltage is around 117v and 60hz. I tried setting the sensitivity to 'low' and 'medium' with no luck. Batteries are NEW and have charged for over 24 hrs and show normal V on my voltage meter. Interestingly, when I disconnect the battery harness, it will power on with normal green light, but red light flashes to 'replace battery'. I then reconnect battery harness, and it goes into normal mode. Then if I unplug unit, it will go into battery mode, but when I reconnect line power, it will not go back to 'online' mode. I am guessing the unit itself must be bad, and there is nothing else I can think of to troubleshoot. Anything else before I recycle unit?

You may try the following steps and report back the results:

Once the brain dead procedure has been completed. Login to APC Power Chute Software and update the battery installation date.
Verify the system indicates the battery is 100% SOC (State of Charge). Manually initiate a Self Test via Power Chute.
If it passes wait for the system to indicate the battery is 100% SOC. Proceed to manually initiate a Battery Calibration with at least 30% attached load connected to the output.
If this procedure completes let the system recharge the battery cartridge to 100% SOC.
If any of the above fails / aborts / errors out. Please upload the logs from the APC Power Chute software here for review.

Thank you for that....I did try that, and unfortunately I do not have the RJ45 to USB adapter in order to hook to pc and evaluate via software. I also tried that 'brain-dead' procedure which did not seem to work. With my kil-a-watt meter, I see a line voltage of 116-117, and I have tried both medium and low sensitivity settings on the ups. When powered on, it still goes into battery mode with no equipment attached. I am guessing it must be a bad component inside that does not recognize the AC power. Guess I am out of luck....

If the system is worth keeping you may consider buying / making the required communication cable.
As the battery installation date, self test, and battery calibration is key. If not recycle the hardware and purchase a new pure sine wave system.

The only thing I can think of.....I replaced with 12v 7AH batteries. Perhaps it makes a difference that they need to be 9AH batteries?? I would think the voltage is the important thing, but don't know if the MaH matters as well.

The amp hour (AH) only impacts how long the system will operate for. It has no relevance to the problem you’re seeing here.
The hardware needs to be repaired / recycled. You may consider using this APC Resource link to the Trade-UPS program:

This will allow you to recycle the hardware while receiving a modest discount on a new UPS system.
