Periodically I will notice that the APC UPS icon has a yellow triangle with a "!" in it with the above message. I have checked, and the service Startup is Automatic. And I can restart the service via the Services admin tool. Does anybody have a FIX, not a workaround, for this? This has been an issue for as long as I have been using APC UPSs. And the last post I can find that mentioned this is from 2010.
When this service is not running, I am loosing a major reason I have a UPS. When is somebody going to get one the job and FIX this? Here's the Windows log:

Try switching the server to Automatic (Delayed Start). The exclamation mark usually indicates a conflict with another UPS device or driver.
Another option is to not use PowerChute if you feel the issue is with the APC UPS driver and use Windows Power Options for graceful shutdown of the OS. See Schneider Electric FAQ FA159563
