Is PowerChute required for NS1080 to function properly as a simple UPS?

Hello,

The NS1080 would not be used for a computer. Instead, it would be used for a (known) defective TV that will not power back up after losing AC power.

So...I would have no way to install or access PowerChute. Will the NS1080 operate properly as a simple UPS in this application, without PowerChute?

Yes. The software is not needed for the UPS to work properly!
