How would one provision for air distribution redundancy when designing a data center with in-row cooling? The problem that I am stuck with is if I have an in-row rc failure at either end of the row, how does cool air now get to those racks?

no HACS. Having redundant RCs at either end, as you have shown looks like a feasible way to do it.
Any thoughts on using a perimeter downflow crac unit with perf panels that have slide dampers to control air flow distribution for backing up my RC's?

You can build additional RC's into the solution. IE
RACK | RC | RC | RACK | RACK | RC | RC | RACK
RACK | RC | RC | RACK | RACK | RC | RC | RACK
Would you be building these RC's into a enclosed Hotaisle?
