Batteries do have good voltages on them.
I would suggest that you contact the APC Support Team in your region to find out if the unit is still within warranty. The UPS might need to be replaced.

Good day seanaly,
Things that we would check are the battery voltages, make sure that we have good readings/battery voltages. Have you tried turning off/on the unit? I would turn off the UPS and unplug it from the power source. While it is unplugged, press and hold the off button and release it as soon as you hear a beep/click.

we stop the inverter, turn off the power and press the ON / OFF until the fans stop with a click; puts out all the charges at the output, disconnect the batteries. reconnect the batteries, set the tension, but before press the ON / OFF the same lights start flashing with a frequency of 5 seconds with the sound of a relay inside, you can not start it by pressing the ON / OFF
voltages of drawers batteries are: 103V - 103V - 101V - 103V
