you can turn the UPS on right away and connect your load. the battery (to provide battery back up) needs to charge up around 16-24 hours, . Thus, if there is a power outage during this initial turn on time, you may not receive the expected on battery runtime since the battery hasnt charged up yet. other than that note, there is nothing else to worry about or reason not to plug everything in right away.
b. Power button.

if the UPS is on, the power LED will be on. according to what i read in the user's guide, it turns on too when the UPS is off but providing surge protection on the surge outlets. when you plug the UPS into the wall but don't turn it on, the UPS still charges the battery, too.
c. APC documentation

all of the documentation for this unit is located on the Documentation Tab on the SKU page you first referred to. http://www.apc.com/products/resource/include/techspec_index.cfm?base_sku=BX1500G&tab=documentation. the user's guide, located here has most of the info i provided here.
