Have to restart PCNS service on Server 2003

General synopsis:

Windows Server 2003 running PowerChute Network Shutdown utlity.
Connected to a SmartUPS 2200.
When the system first boots up, and randomlly every 10 or 12 hours afterwards, I will have to manually restart the PCNS service
in order to establish communications. I've got the system set to notify when 'On Battery', and am testing this condition. When
I am having the problem, no messages will be sent. Restart the service, and all is well. 10 hours later, same problem, same resolution.

Windows is not generating any events during this time frame that could even slightly be related. A reboot of the system will also usually fix
the problem, although sometimes right after reboot it is necessary to manually restart the service? Bug in the software?

Someone help, please. My head has begun to hurt.

communication between the network management card and PCNS is maintained on UDP port 3052. the other ports used are TCP 3052 and TCP/UDP 80.

is there anyway to double check that nothing is disrupting this on your network between the network management card and server running PCNS?
