I have installed this over-and-over and all it seems to do it put a shortcut on my desktop that attempts to go to a website and reports an error.
Am I supposed to have an app installed on my PC? If so, how do I go about getting that?
I have wasted hours trying to figure this out, all so that I can disable the annoying beeps on the Back-UPS 650 model.
HELP???

The PCSS software application is installed locally on the target computer. Once installed the link placed on your desktop will open whatever default web browser you have defined.
The web page may display an error / security message. Simply acknowledge and select the link to continue so the page opens correctly.

From PowerChute Serial Shutdown 1.3 Release Notes:
When opening the PowerChute Serial Shutdown Web User Interface for the first time, your web browser will display one of the following error messages:
"Your connection is not private" (Chrome and Edge) "Potential Security Risk Ahead" (Firefox).
The message is displayed because PowerChute Serial Shutdown uses a self-signed SSL certificate for secure communications between the browser and the PowerChute server application running in the background.
It is safe to click 'Advanced' button and then select "Proceed to localhost (unsafe)" (Chrome and Edge) or "Accept the Risk and Continue" (Firefox). This message will not show up again next time you access the Web UI from the same web browser. Alternatively, you can replace the self-signed cert with one of your own.
