Device communication not esatnlished

After working without trouble for number of months I am unable to establish communication with my smart UPS 750.
I downloaded the latest version of ACBE Version: 8.0.1.609
and each timer I renoot I get the following monitoring started/stopped.
The problem stated after migrating my system ro Windows 7 Professional on March 30.The following from the Events log.
