I would like to check of the UPS BackUPS CS 500 (BK500EI) runtime by halfload. If it is correct to check runtime with 250W light bulb, not with 150W light bulb? I think that 250W (PF=1) for light bulb is the same 150W (PF=0.7) for computer.

Power factor doesn't matter for the most part for runtime test. You just want the load to simulate what your expected backup load is using in watts.
If you're doing a general UPS calibration, charge 24 hours, then use resistive load (like light bulbs) with 30-50% the wattage rating of UPS and let it run until it shuts off on its own.
