I have an APC BACK-UPS ES 400. All of a sudden, the battery backup doesn't work. If there is a power failure or I unplug the power cable, the battery doesn't work. The light is green so it doesn't appeal to be a battery problem.
I've tried to push the circuit breaker button, but I'm not a le to press it. I don't know if it is me or if it is the button that is broken.

Can you confirm the exact SKU of the UPS from the white sticker on the back or bottom? I think this unit is an older design so I am not sure how many LEDs it has. I want to find a picture once I know the model SKU from the sticker. When you unplug the power cable, does the UPS turn off too? How old is the battery?
The circuit button button is always sticking out about at least 1/4 inches or 1cm or so. If it was actually tripped, it'd be out at least one inch to 1 1/4 inches or a few centimeters.

The sticker says: BE400-GR 7B1121L03411
When I unplug the power cable, the USP doesn't turn off, it is on and the light is green.
The circuit breaker doesn't stick out from the UPS. I can't press it because it appears to be already pushed.

All outlets work when UPS is on and plugged in. The problem happens when there is a power outage or I unplug the UPS manually, in that case, none of the outlet work and it beeps only a few times and not 4 times every 30 seconds as usual. Neither the surge only nor the battery backup+surge protection work when there is no power cable connected of during a power outage.
I checked the manual page 2 under "Connected equipment loses power". No one of those cases apply to me. I'm sure there is no overload because I have the same electronic devices connected to the UPS for a few years and the problem is recent.

Thank you. So the UPS is not that old in reality.
All outlets work when the UPS is turned on and plugged in, there is a power outage or you unplug the UPS manually and the Battery Back Up + Surge Outlets turn off but the UPS remains on (and beeps 4 times every 30 seconds)? Do the Surge Only outlets remain on during this time (if you're using them or could test)?
According to the user's guide @ http://www.apcmedia.com/salestools/ASTE-6Z7V9N/ASTE-6Z7V9N_R1_EN.pdf there are a few possibilities. You'd want to make sure you see the same behavior with a small load versus possibly overloading it to rule that out (though with an overload, you'd hear a loud solid tone). I don't think it's that so I'd try to confirm you ruled out everything else for "Connected equipment loses power." on page 2.

If you are having a problem with the surge only outlets as well, it sounds like an internal problem with the UPS unfortunately.
