Backups 1500 RS Alternating Green and Amber lights after New Battery Install

My older APC 1500 RS Backups just got new fresh batteries installed. With nothing plugged into it, and power plugged in from the wall, I turned it on by the button. It went through the power-up test, but then it started alternating between the Green power light on and then the Yellow battery power light on.

The green light comes on for a few seconds, I hear a single click noise, and then the yellow battery power light comes on for a few seconds, then click, green on, click, yellow on...and it repeats. The interval that each light stays on can vary in length, but the pattern stays the same.

What is this indicating? I can't find a reference for this in manuals or online. 

Thanks for any help or advice.

I just found a document referenced in a YouTube video comment section I stumbled upon about "input sensitivity". The referenced document (link below) states, "UPS will not operate on utility power or may be clicking between utility and battery power." (emphasis added)

I wished it could have found this documentation by way of a normal Google search, as the title of the document doesn't even mention the alternating blinking issue, but rather refers to "Sensitivity settings"  - which I would of had no idea that this was possibly related to my issue unless I stumbled upon the text highlighted above as I have done. Anyway...

I will give this document's instructions for adjusting the sensitivity a try this evening and I will report back if it fixes my blinking-click-blinking light issue. (fingers crossed). 

If it works, I hope this helps some one find their answer faster as a result of my post's searchable title.
