Can you confirm the exact model of the Back UPS RS 1500 from the white sticker on the back? For now I am going to make an assumption it is BR1500.
Do you constantly turn the UPS on or off? How did this condition come about?
When its flashing and no other LEDs are on, this is generally some type of fault state. You could try to reset the unit and see if it goes away but I have a feeling it'll come back. To do this, you can turn off anything attached to the UPS and remove it as well as the USB cable, if connected to a computer. Then turn off the UPS itself and remove AC power from it. Disconnect the battery and while it's disconnected, hold down the power button for 10-15 seconds. Reconnect the battery and plug the UPS back in to AC power and turn it back on and see if anything has changed. If it has not, the UPS will most likely need to be replaced, either under a warranty or by you (which you could maybe trade it in if you wanted).

opening a UPS voids any warranty and can be dangerous so we would not suggest that - proceed at your own risk.
