I just bought a brand new Back-UPS Pro 1500.
After plugged into the wall, the ups started making strange 'clicks' (not beeps) as you can hear in the attachment video.
I don't have any hardware plugged into the UPS and it won't start/load/run...
Toughts?

I am sorry that you are experiencing this issue. I just want to get a little information from you so we can see where to go from there.
Have you flipped over the battery so that it is connected? (If this solves it, then there is no need to give any further info below)
What is the Serial Number?
Who did you purchase from?
If you remove it from the wall, disconnect the battery, wait a minute, then reconnect the battery, will it start? (without plugging into the wall)

I would definitely contact APC about this using the relevant telephone number on their support web site.
It's possible that the batteries are extremely deeply discharged after having been stored for a long period of time, though I don't think these need to have good batteries in order to power up. Realistically, though, I think you might have a defective UPS and they should replace it for you.
