Hi,
I just purchased a brand new BX600CI-IN and it works fine until I start a Game or any Heavy application where it constantly beeps and flashes red every second despite being connected to the mains. According to the manual it means 'Online overload', It is acceptable if the UPS shuts off or overloads when on battery but this is ridiculous. I've had various 600va UPSs in the past and never had this Issues. I even plugged in my old UPS to re-check. Very disappointed with APC. It is waste of my money and the retailer is refusing to take it back. How to I apply for a refund?

You'll need to go through your local support team via this link -> http://www.apc.com/site/support/index.cfm/contact-information/
This UPS is capable of 360 watts. Not all 600VA UPS models have the same features, design, wattage capability, etc so comparing 600VA UPS to another 600VA UPS may not be a fair comparison.
Regardless, if you're not happy with this UPS/situation, your local support will need to assist via email/phone at the link I pasted.

All my previous UPSs have been 360W. 360W is usually the norm for a 600va.
I still don't get the point of the UPS overloading when the mains are on.

What is your CPU, GPU, and power unit (brand, model)? I believe that you simply didn't choose a good UPS model to meet your needs... Besides the merchant's suggestions, you need to know exactly what you want to buy...

Could this just be the UPS warning you that if it DID need to go to battery it would shutdown due to being overloaded? Maybe for you it is acceptable if the UPS shuts off, but I would consider that a useful feature because the main reason to use a UPS is to provide power your connected loads in the event of a loss of utility or mains power, and this could be telling you that won't happen under your present conditions. If you think that it's acceptable for the UPS to shutdown if it tries to go to battery maybe you should use a surge suppressor or power conditioner instead of a UPS in this application.
