It's really not the way to bet that the "replace battery" lamp will come on when the battery has failed.
Although it is possible that the power quality could be so bad in your area that the UPS is constantly intervening by switching to battery, and failing because the battery is bad, that's really unlikely.
I'd agree that the battery might be bad, but it sounds like the UPS itself has some problems. With an inexpensive model like this, I think replacement with a new unit is the best course of action.
