BX1300G UPS and it is unable to start PC

I have a BX1300G UPS and it is unable to start PC. For example, UPS been plugged into utility power for over 4 weeks. Only PC plugged in master outlet. I unplug UPS from utility power and PC turns off and starts to power up and then after 1 to 2 seconds powers off again and keeps cycling on and off. The runtine on battery UPS is 40 minutes or so per UPS. THe load level is 10% of battery capacity and the nominal power draw is 80 watts when running. Please help. The system has a F05 and F06 system fault. For the case I just described the USB was disconnected and the APC drivers were disabled and powerchute software uninstalled. I have also installed powerchute software and enable drivers all looks good and PC see UPS powerlevels etc... however the PC reboots when system test run in Powerchute and after reboot the test status is still never stated and has no indication of what happened. It seems like the PC startup surge current from the PC causes the UPS to reset and it never gets out of the loop. Please help.
