Just bought it. The noise is very annoying, I put the UPS just beside my monitor PC. It is very loud!
Battery already full charged and it's always on since three days ago, yet it's still loud.

Said that the fan will always run when AVR is functioning. I notice the AVR icon on the LCD is always displayed. What do I do to disable/ turn off AVR (in hope for the fan to stop)?

Is this typical for your location? You said it has been going for three days and presumably so has the AVR?
I looked here -> http://www.apcmedia.com/salestools/EALN-83EL8G/EALN-83EL8G_R1_EN.pdf and it appears that AVR will be in use when the voltage is 188-216V.
If the fan is a concern and so is the AVR, there are UPSs without AVR or fans but the AVR is a high end feature. With the fan noise, I can't say for sure but if it is so loud and distracting, that does not sound normal but it could also be a matter of opinion.

AVR functionality cannot be disabled so we need to find out why it is on and address that (assuming the fan is not dirty or has something stuck in it). The first thing I would do is use the LCD on the unit to confirm what you see for the UPS input/output voltage and frequency and let me know what you see.
BR1500GI is designed for 230V nominal so if it is too low, the UPS would be boosting and if too high, it'd trim the voltage. The UPS should not be in trim mode constantly as the design is that the AVR would be used for short time periods during power events.

I think this is typical in my location. It's been going until now with AVR icon always displayed.
I am very concern about noise coming from the fan. It's loud.
Can I have an RMA and get different type of unit as replacement (similar capacity and price range but without AVR feature)?

I have plan to ask my local "state electricity/power company" to handle the low voltage where 200 V should be 220 V.

You could look into that but that is what the AVR function is for in the UPS. So you'd essentially have something that does AVR upstream of the UPS so that the UPS does not have to do AVR for you. Might be a little costly, I am not sure. We offer what we call "Line-R" which does this but the part # LE1200I is only rated for 1200VA technically - you'd ultimately be de-rating your UPS slightly with installing this upstream.

Will it constantly produce any annoying loud noise similar to BR1500GI's fan assuming that I always use my high-end 750 W PC for intense gaming and it always received 200 V as input?

LE1200I, you mean? i don't think it has a fan but it is not a battery back up, it only regulates the voltage. I don't think it will be noisy but without a UPS, you'll only be able to have it boost the voltage. During a power outage, it won't be helpful.

Yes, I meant LE1200I. I know it's not battery backup.
I have plan to use both BR1500GI and LE1200I.

I am not sure about the pricing on the LE1200I to be honest but your set up looks OK. You'll just be limited to the 1200W that the LE1200I maxes out at. The output regulation is +/- 10% so that should give you an extra ~20V and bring you to the 220V if you do not make any headway with power company or just choose to purchase the extra device.

Where do you see LE1200I maxes out at 720W? I see it supporting 1200W/1200VA. If it were overloaded, I think it has a circuit breaker on it so it'd likely trip and your UPS would go to battery power with no input from the LE1200I. I also think if you have a 750W power supply, that is the maximum but does it draw that much all of the time?
In reading the user's guide I provided before, it says that there are two power cords supplied with the LE1200I. I verified in the build instructions too that it was still the case and it is.

Isn't 1200VA = 1200 * 0.6 = 720W? It is not the same thing as how it's works with UPS then? Sorry I didn't know.
But to clarify, so LE1200I can be loaded with 1200 Watt at max?

Where in fact LE1200I can be loaded with 1200 Watt while BR1500GI can only be loaded with 875 Watt.
1200 Watt is larger than 875 Watt, I don't see why would it be de-rating the UPS?

Also, I think what I meant is not power cords, but the cable where I connect the LE1200I to power source (i.e. wall source).

For the UPS units, usually they do not have a unity power factor (the difference between VA and watts) but we always size based on watts. Apparently the LE units don't have a power factor and I am just going by what is in the user's guide for the rating (1200W). If you had to do a calculation, then it should have already been listed in the user's guide as 720W. It would've said 1200VA, 720W like the UPS does. The power factor is usually related to the efficiency and also power consumed by the UPS as well as heat dissipation sometimes.
Your UPS is 1500VA, and 860 Watts. The UPS will be usually concerned with whichever is higher - VA or watts. But as I said, we usually size on the "real power" or the watts. I think that you're right in the correction/fact you pointed out though - we shouldn't have to be too concerned going by the wattage rating unless somehow at some point, you hit the 1200VA mark first before 1200 watts. Or on the UPS, you hit 1500VA before you hit 865 watts.
The power cables included will work for the input to the LE1200I or the equipment you connect. They are C13 to C14 cables which is what you'd use for the input or output so you can use one of these to power the LE1200I too.
LE1200 is for use in North America for 120V nominal (and you can set it to 110V or 115V too I think) and the LE1200I is the international version designed for 220V, 230V, or 240V environments.
