BR1500G doesn't "mute"

Have a BR1500G with optional battery pack, and the Mute button doesn't appear to be working... we plugged the external battery to the UPS, and the UPS in to the wall, with no load, the check the battery charge... by happenstance, the unit lost line-power with full batteries, and the Mute button doesn't seem to work. Checked the online manual, no reference on if there has to be a condition for the Mute button to work, such as how long to hold, or if load is required.

Bad operator? Bad Mute button? No load? Something else?

I have found the mute button to be finicky. On the two that I have when pressing the button, I hold the button on the right side as I face the unit. When I press on the center of the button, it does not always enable or disable mute.

NOTE: The UPS will always alarm when it reaches a low battery state.
