BP1000 Power on Battery leads no battery or AC

I have a BP1000 Pro that I am installing a new battery in. When I tried to install it, I got a large arc when I tried to install the ground wire to battery. It was not plugged into AC power, it has not been plugged in for at least a month and the old battery was removed from it for the same time period. I took a VOM and checked the battery leads, it has over 21 volts DC on the battery leads with no AC or DC source. I hit the power button, and it will chirp and the voltage will drop to about 7.5 volts, but then build back up gradually. If I hold down on the power switch, the voltage will keep dropping, I got it down to 6 volts, but when I let go of the switch it starts building back up again.
It seems the capacitors are re-charging, but off of what I can't figure since there is no power source of any kind feeding them. I also checked the AC outlets on the back no AC or DC present there. the Only DC voltage is on the battery leads.
Any Ideas?

It is common to get a small spark when connecting a battery to the leads on the UPS, but "small spark" and "large arc" are relative terms so I can't say for sure if what you saw was normal or not.

I think its been atleast 3 or 4 years since APC sold BP1000 UPSs so if you are using the original battery, it is probably within the 3 - 5 years that they are expected to last. I'm guessing that you just need a new battery, but I would suggest letting it charge overnight. The UPS does not need to be turned on to charge. Just make sure the battery is conencted (internally, and externally with the yellow anderson connector on the back), and that the UPS is plugged into a good power source.

If you connect the battery and let it charge overnight, it might build up enough charge to let you turn on the UPS for testing. A 24v battery pack should read about 25.5v resting state. If it's 21v, it's so dead the voltage will collapse under load.

You can buy two 12v 12Ah batteries and put them together yourself. If you don't want to bother with that,
buy an RBC6 and a surge protector from http://buy.apc.com. Battery is $99 but you have to bring it up to $100 to get free shipping.
