I bought it new two weeks ago. Worked for a while. Now I cannot get it to come on at all. Pressing the power button makes the Master light blink green one time but the power light never comes on. The red wiring fault light is not on so that's good, I suppose.

Hi Mark,
There are certain reasons why won't a BackUPS turn on, you can use our FAQ article FA158815 to learn more about it. You can use this URL to search for it -> http://www.apc.com/site/support/index.cfm/faq/index.cfm.
On that FAQ, there is a procedure that I would like you to do on your UPS and that is under Problem #2: There is a problem with the power coming from the wall. Please follow the troubleshooting steps outlined and let me know what would happen.

It's not the wall power. I tried it in multiple different buildings.
The link you provided for the FAQ gets redirected to some other page (http://www.apc.com/struxureware/us/en). I searched that site for FAQ and only found two documents for unrelated products.
I did use the troubleshooting guide that came with the product. And I found a troubleshooting guide online which I also used. No luck so far.

Also, the bold letters are the words that I would like you to focus on because the steps that I would like you to do are under that. I would like you to cold start your UPS and the steps on doing that is under that problem.
To cold start the UPS you should unplug all the load from the unit, turn off the UPS and disconnect it from the wall outlet. Next, press and hold the power button and you woul normally a short and a long beep. There are times wherein you will just hear a long beep, the key here is that as soon as you hear the long beep let the button go. If everything works well, the UPS should start up on battery.

The cold start procedures had no effect. There were no beeps. Each time I press Power the light for Master blinks one time, but no other lights come one and there are no audibles.
To be clear, I first unplugged the device from the wall outlet, unplugged all cords from the device, and also verified the battery is properly installed. Then I pressed and held the power button. I counted to 30. The Master blinks one time (immediately when I press power), but no other lights come one and there are no audibles. Holding the power button has no additional effect.
I searched throught the FAQ and the only applicable document told me to run the cold start procedures and press the circuit breaker button on the side of the box, which I also did to no effect.
