Does a UPS protect against surges as well as an APC SurgeArrest protector?
I am interested in the BE750 Green UPS but noted that it only handles about 365 joules while the SurgeArrest handles 2,030 joules with an eP Joule Rating of 3,400.
Do I need both?

the BE750G has the same surge protection essentially as the P7GT green surge protector and the UPS of course has a battery in it for battery back up. You dont need both. They both have the master enable outlet feature except on the surge protector only, you cannot disable that feature.
if you need battery back up, i would suggest going with the BE750G UPS.
