I have a Apc XS1300. It had been sitting in my garage for abit and I decided I wanted to plug it in and use it for my 3d printer. I pulled the batteries out of it to check the voltages on them and it’s reading 4-2V. Since the batteries that are in there are two 12V batteries in series. If they were charged they’d be at 24V. Is there a way to salvage these batteries? I have it plugged in right now but I’m not sure if I should keep the UPS on or off to try and recover the cells. Or if I need to split the batteries up and use a balance charger or something. I have a balance charger that’s 12V I use for cars when they’ve sat in the past and that’s worked but I’m not sure if that will work in this case.

The batteries are toast so replace them. Otherwise you’re wasting your time trying to recover the cells.
Lastly, you’ll want to test and validate the UPS is fine supplying power to the 3D printer. Depending upon the type of power topology used in the unit it may run fine during an outage. Whereas in many cases the unit will stutter and turn off while running on battery only.
Test and validate to insure you know first hand how the unit will operate during a grid down event! ☝️
