Good Day,
I tried to restart 2 UPS APC #SUA1000ICH, which I found on our shelves, it is new and have not been used and not plugged for almost 5 years.
I connected the 2 UPS, no response when presses Power ON or OFF, but I have an RED LIGHT, STEADY but NO BEEP, on the back panel.
I left the 2 UPS plugged in, for more than 12 hours and still red light, steady ON.
I replaced the batteries by used batteries, same voltage, same Ah. The replace Batteries had a load test of 90% (Pulse Load Test) and STILL the same problem !
-What is the problem and what is the solution ?

Red light on the back panel indicates a site wiring fault. Most of the time this indicates an open ground connection on the outlet you've plugged the UPS into. This should be fixed because it will cause issues with the unit's ability to perform a runtime calibration and surge suppression performance will be compromised.
If your unit has one, make sure the battery disconnect on the back panel is plugged in securely. These units must have a good battery in place in order to power up. The original batteries are almost certainly dead beyond recovery. I don't know about the other batteries you have. Check them with a DC voltmeter to be sure. If you have much less than 12 volts at each battery terminal (or 24 volts when the batteries are in series), the UPS won't power up and those batteries are likely also dead beyond recovery.
