The APC model UPS you have is a Line Interactive system. As such the output power delivery will never be 220, 230, 240 VAC.
The more expensive double conversion models do offer tighter output voltage though. 👍
Regardless, if you view the input voltage coming into the system what is it? Also, does the LCD / Power Chute Software indicate the unit is in AVR / Battery only mode?
If either mode is active & enabled the output voltage will be regulated but less than the expected input voltage say 220 VAC in your region.
As noted earlier this due to hardware design choices to balance costs vs performance. ☝️
When the system enters AVR mode to either trim / boost the output voltage. The system is using different taps on the transformer to (Trim / Boost) the output to a safe operating range.
Lastly, you may change the sensitivity and upper / lower transfer voltage to see if there are differences in the output.
