Yes, the BR1500I will have a fan to keep the inverter cooled.

The 45dBA is actually the noise level requirement. The design specifications of both of those UPS units calls for the noise level to be below 45dBA. < 45dBA would be a more accurate way to list this specification.

The fans on these particular model UPSs are not variable speed fans.

Does the fan run constant or only when running on battery then?

The fan runs when the UPS is operating on battery power.
