APC ES 750 Not Charging and Shutting Down During Power Fluctuations

Whenever I get some kind of power fluctuations the es750 no longer switches over to battery - it just shuts down. I first thought this was a battery problem so I changed the battery. Still the same results.

Other things is that I notice is the battery is always "charging". The battery charge is 14% but the estimated battery time is 2mins. Never changes - I even powered off my devices and tried to let it charge overnight. Load on the battery is pretty low.

Yes - seems like the battery is not charging so any transfer to battery results in a load drop because it cannot output any voltage while running on battery.

Can you clarify - does the UPS itself turn off during the fluctuation or just your attached devices? Do you know when this started?

I am wondering if the battery charger is no longer functioning for some reason.

Have you tried a pull plug test with a lamp/radio, etc or another non critical load? (i'd also remove the data cable from the UPS at this time). just curious but based on what you're saying, it seems like the entire UPS is turning off vs. just the attached load. and during a pull plug test, i'd expect the same, again, assuming the problem here is that the UPS is not charging the battery.

Yeah to clarify- 

The UPS doesn't shut down, however the attached devices are immediately shut off as if someone pulled the plug. I've had the UPS for approximately 5 years now so it started happening about 4 months back. I thought the problem was the battery - but as I previously mentioned I replaced that.

I have tried the pull plug test with a mobile device charger...it seemed to power the charger for a mere couple of seconds. Battery charge doesn't seem to ever go higher than 7%.

After consulting with SecretSquirrel, this seems like a charger fault on the UPS unfortunately. We were both a little surprised PowerChute is not reporting some type of 'internal fault' to indicate a UPS problem.

In fact...last time I ran the self-test it immediately shut down my system. But when you view the history via PowerChute it doesn't report anything - as if nothing ever happened.
