The same thing happened to my APC unit today. I read your post and you saved me from buying a new battery needlessly! I don't know if this will work in your case but the following is what I did. First, I downloaded the updated Powerchute software from the apc.com site. When I had the unit off, the software told me that the battery was fully charged (it wasn't but I will get to that). Next, I turned the unit on (the red flashing light and constant noise started) and the software told me that the battery was not connected (which it was). I unplugged the unit and then removed the battery. I opened the unit by taking out the five Phillips screws. I stongly suggest that before doing anything else, take a picture or two of how everything is placed and connected inside the box. The transformer is loose and will fall out of the box if you are not careful. Finally, this is what I did that solved my problem. I pulled the wires that are connected to the circuit board and then reconnected them (some have a tab that you need to push or pull in order to release the wires from the board). I apparently had a loose connection because when I reassembled the unit, it worked fine. The software showed that the faulty connection had stopped the battery from charging and was down to 50%. It recharged, the green light stays on, the red light stays off, and the noisy warning squeal stopped. I hope this helps you.

As I'm sure you're aware, APC doesn't consider these units user serviceable (except for replacing the batteries) and doing so will void your warranty and likely your equipment protection policy if applicable. Though I'm sure customers have replace internal components for these types of units, we at APC do not troubleshoot them to this level so we wouldn't have any knowledge to answer your question however if anyone does have any advice for cobrahead , please reply
