I have the APC Back-UP 650 for my personal computers at home and can only use the UPS when connected to the outlet to power my setup. Whenever a power outage occurs, the UPS has a green light on the unit but the battery back upped outlets do not get any power from the UPS battery at all. Recently, it just decided to shut off and start back up then checking on the battery now it had 78% on boot up again.
Did I setup the UPS wrong or is there a solution to this issue?

APC Back-UPS 650VA, 120V, 8 NEMA outlets (4 surge)
On the battery + surge side is my PC, two monitors and the extra power for a usb 3.0 hub
Just surge side is another montior brick, Kinect sensor power, iMac 2012 and stereo system
I have tried unplugging everything, unplugging everything up to a laptop charger on the battery side but laptop don't start charging when it's unplugged from the wall, discharging it unit, trying just a PC plugged in... Nothing from the battery to power those.

Please verify the battery has been connected properly. When a UPS is purchased, the battery is disconnected and must be connected before use. Once confirmed, the battery is connected, verify the UPS is powered on. The battery/surge side of a Back-UPS will not provide output unless the UPS has been turned on.

The day it arrived, took it out of the box and first thing I did was open the battery compartment and connected the negative terminal to the battery making a spark like normal then connected the USB cable to my pc to install the software.
I can turn on the ups with the power button and it works like normal but once power goes out, the ups stays on but it won't power anything from the four battery backup outlets.

You should contact local support if the UPS does not supply backup when AC is removed. The UPS may need to be replaced.
