APC Back-UPS BR1500G not starting

The above mentioned device doesn't turn on, no power to units attached.

I have tried to remove and reload batteries into the unit before trying to power it up, tried to push the reset button before and after UPS is plugged in to power but to no avail.

Any ideas?

Is this hardware brand new if so have you contacted APC Technical Support?? If the hardware is not new what is the battery voltage when removed from the UPS?? Show me the serial number of the UPS and the production sticker of the battery cartridge you have along with a front and back photo of the unit.
