The software says the battery is ok, but when there is a power outage the APC just goes off and start a long beep with no lights even if there is no device plugged in, after the power outage i check the battery charge and stays the same, i don't know why is not providing battery power. (Also i did a self test in the software and it passed)

The service life of the internal battery cartridge is 2-5 years based on usage, temperature, and environmental conditions.
APC recommends the internal battery be replaced at the three year interval. Based on your image capture your battery is four years old.
The constant tone from the system indicates the battery needs to be replaced.
Once the battery has been replaced insure you update the battery installation date. Doing so will reset the internal counters and may also adjust the charging tables.
You’ll want to manually initiate a Self Test and let it pass and recharge. Complete the last stage by manually initiating a battery calibration with at least 30% attached load.
Let the system recharge the new cell back to 100% SOC. The APC PCPE Software will than be more reflective of the operational runtime available. 👍

I was checking after i posted this and I realized that when there is a power outage the system indicates that the device is overloaded even with no devices connected, does this change anything?

If the hardware is still covered by APC Warranty please contact them for a RMA. If the hardware is not in warranty you may consider a brain Dead reset:

Power down and disconnect all loads. Disconnect AC Mains from the wall outlet. Disconnect the internal battery cartridge. Press and hold the power button until you hear a click / beep.
You may not hear anything at all either! ☝️
Reconnect everything including the USB cable that is running APC Power Chute Software.
Do not connect any loads to the system. Power on the system and let it complete the Self Test (POST).
What are the results and is there any active faults / error codes displayed?!? Keep in mind the battery should have been replaced as doing all of the above is just wasting time.

After i did the brain dead reset, when i turn it on the power light is flashing green for some seconds and then the light turns flashing red with a long beep, so it looks like as you said its the battery, and the software was showing the battery's status wrong. (i can't get the status on the APC software because i uninstalled it and now it does not recognize the UPS and i can't install it.) Thank you so much for your time and help.
