Is it safe to turn the 1500 pro on (which is connected to a wall outlet) without the battery installed? Only using the surge protection?
I noticed that when I do this and power down the unit, only 2 outlets work.
With the power on and battery still removed I get full power to surge protection (all outlets) but a double beep every 3 seconds

Yes. The outlets will operate without any battery backup protection. Surge protection will continue to function normally.
If your model has a display screen, there is a button on the front panel that can be used to mute the alarm. I don't know if this silences the "missing or failed battery" beep.
Only the surge protection outlets that are not indicated as "controlled by master" will continue to pass electrical power when you turn the UPS off. (If the energy saving function of the Master/Controlled by Master outlets is turned off, I believe the outlets indicated as "controlled by master" will remain on at all times like the surge protected outlets. However, I don't use that function or those outlets, so I am not certain.)
I would really recommend that you replace or reinstall the batteries in your Back-UPS. If all you want is a simple surge protector, there are lots of inexpensive options available that take up much less room, including several from APC.

I have been searching similarly. What if I want to use a UPS for surge only? Say the unit won't turn on without a battery installed, can I just connect the positive and negative battery terminal wires together to bypass any required battery? Could this be a workaround for some units, instead of sitting there with the bad batteries inside?
