APC BK650-AS battery not providing power

I have a problem right now with my 7-month old APC BK650-AS, it cannot anymore provide power when we have a power failure or flactuation, it instantly turn off all that is attached to it (computer/lcd/dsl-modem) and looking at the battery its full charged as per powerchute.

I have tried to do a simple test and found out that even with just keyboard (backlit), lcd monitor and a DSL modem/router are attached, the UPS cannot anymore supply power. It will go into battery mode, do the usual beep but the keyboard (backlit), monitor, and DSL modem/router does not power up, it should power those up esp. those are just low power consuming devices, therefor I can say that the said UPS does not anymore provide battery power.

I have also noticed that when you first turn on the UPS, and it does a self-test, the power is instantly cut-off, thus leaving all devices connected to it like a DSL modem turn off for awhile until the self test finished, once finished - power is provided again (green online indicator glows up).

Tried also to check the battery inside, and its fully attached. Good thing it's still under warranty from the place which I bought here in my place (Bacolod City, Philippines), but I'm just disappointed that this is like my 2nd unit that has issues. Do you think this is a defective unit? It cost me a premium price buying this product knowing its from APC but from the looks of it, quality from APC UPSes are not that good anymore.

I'm sick and tired of this APC BK650-AS model!!!!! After 9months my newly replaced unit got the same issue again!!!!! What is wrong with your quality assurance? The bad thing is my unit it already out of store warranty! This is my 4th unit to be changed since Oct 2011, and the last 2 of them has the same issue!!!
