APC 1375 UPS
I have an APC 1375 UPS. Ever since owning this device I have had the following issue. A power outage occurs and drains the battery. The unit shuts down. Power is restored. The unit recharges the internal battery but it does not turn back on. The only way to get the unit to turn back on is to disconnect it from the wall, access the internal battery, disconnect it for a minute or so and then reconnect the battery. As soon as you do, you can power up the unit and, it will show that the internal battery is fully charged and it will resume normal operation. Surely this device isn't designed to require that after each use. Can anyone advise me what's going on here?

Connect the unit to a computer system running APC PCPE / PCSS Software. Are there options to select restart / resume upon AC restore?!?
There are also settings to define how many minutes left (remaining) before system shutdown.
The default is approximately 5 minutes so change it to 8-10 minutes. Simulate a lights out / grid down event by pulling the AC Mains cord from the wall.
Does the system operate correctly during at least ten minutes?!? If yes reconnect the AC Mains plug to the wall.
Does the unit continue to operate fine and displays its recharging the battery?!? All of this should also be viewed on the computer running APC PCPE / PCSS software.
