IS the UPS 's batteries being charge when the UPS receive mains power ?
meaning : when a UPS deliver battery power to the attached products, on mains power failure , after sometime the batteries will be "empty",
so when the mains power comes back , is it chargering again the batteries ?

yes, you're correct. Any time AC power is present, whether or not the UPS is turned on or off, it will charge the battery.
