hi-
for our free software, of course you can upgrade any time. with APC's fee-based software, we generally will only give a free upgrade if you can provide a proof of purchase showing that you are within *6* months of purchase.
also - we do not sell Network Management Station software which relates to SNMP. We have powerchute business edition deluxe - 5 or 25 node versions - that allow you to monitor multiple UPSs via phyiscal connections (USB or serial). alternatively, we have network management cards which monitor UPSs via the network and may be more cost effective depending on what you are doing. You can monitor those via local serial connection, SNMP, telnet, or web browser.
check out http://testdrive.apc.com for some examples of the software and network management cards.
let us know if you have any other questions.

1) In order to shutdown 30 servers, the best way to do it is to use an ap9617/18/19 network management card and powerchute network shutdown. This shuts your servers down by ip over port 80 on your network. As long as your not using an vmware esx server, this is free software. The network card retails for $280 and comes standard in most of our ups 5KVA and up.
If you are only trying to shutdown a few servers per ups you could also use our ap9607 or ap9207 serial port expanders and powerchute business edition.
2)As far as I know, PCNS will still be free in 6 months, same with PCBE 1 node. As far as PCBE Deluxe is concerned, if you end up getting an older version after a newer version was released, then the upgrade is free. However if APC releases a newer version, after you purchased an older version, normally you need to purchase the new version.
Also in regards to your initial post, APC does not make any free NMS software, however you could use either the isx manager ap92200 (discontinued) or the isx central ap9465/70/75 to monitor all of your apc snmp devices in a central interface. Both of these devices start in the $2,000-$3,000.
Let us know if you have any further questions regarding any of this.
