unable to shutdown ESXi 6.5 with PCNS 4.2

Hi, we are running one ESXi 6.5  (free version with license) and we have PowerChute Network Shutdown 4.2 configured. The UPS is a Smart UPS 1500 with network management card. Everything seems to be ok

Every time we test the configuration I get the following message in PCNS:

using DNS name:

Event
03/08/2017 15:59:21 Shutting down Host ESX01
03/08/2017 15:59:21 Shutdown sequence started on Host ESX01 in response to UPS critical event: On Battery.
03/08/2017 15:59:21 UPS critical event: On Battery.

Using IP address

03/08/2017 16:20:24 Shutting down Host 10.233.1.2.
03/08/2017 16:20:24 Shutdown sequence started on Host 10.233.1.2 in response to UPS critical event: On Battery.
03/08/2017 16:20:24 UPS critical event: On Battery.
03/08/2017 16:20:14 UPS has switched to battery power.
03/08/2017 16:19:16 Host is accessible. PowerChute will be able to issue commands to the Host.

In the ESXi server I only get this message and nothing else happens, no shutdown or anything.

"Find entity by IP"

Could it be that ESXi 6.5 is too new to work with PCNS 4.2? I did the same thing a while ago with ESXi 6.0 and it worked fine, same configuration.

everything related to DNS and such are double checked. I've tried to set it up using DNS name or just the IP address..

What I could find on the APC website:

The ESXi host running the free edition of VMware is not shutting down when commanded to by PowerChute Network Shutdown.

Cause:
The free edition of VMware ESXi provides read-only access to the API functions. Without write access to the API functions, PowerChute cannot issue a command to shut down an ESXi host.

We support VMware Standard, Enterprise, Enterprise Plus Licenses. If your host is not covered by one of those licenses PCNS will not power down the host.
