So you are routing the RG6 coax cable from the wall into the "Cable In" port and have another RG6 coax between the "Cable Out" and your Roadrunner cable modem?
Make sure you are using RG6 coaxial cable like what your cable company provides when they do an installation. The old, thinner RG59 will cause significant digital signal loss.
If you are using good thick coax cable and have connected everything properly, you may have a low signal to noise ratio on the cable servicing your room. There will be a few dB signal loss from the coax surge protection on the back of your Back-UPS which could cause your cable modem to lose connection often.
Most cable modems have a means to "log in" to them where you can check signal strength. It would be good to to compare signal strength when directly connected to when you are passing through the Back-UPS.

What type of configuration are you using? What type of internet connection? Can you get a signal strength through the UPS? Does the internet not have any problems bypassing the connection on the UPS? Have you tried different cables? Is the line coming straight from the wall jack to the UPS, or is it being split through router/switch/etc?

Is the internet High Speed DSL? It sounds like you may have bad connections on the dataline surge protection jacks. You may want to call into APC to talk to a support representative, possibly setup a replacement UPS. 800-890-4272.
Thanks.

I am having the same problem; when I connect my cable to my Back-UPS 1500 LCD and then to my modem, I have limited or no internet connectivity.
My cable technician said that it is not good to run the cable through the UPS, but I want to have protection on the cable.
The internet is Time-Warner Roadrunner.
