I have a Smart-UPS 1000 XL with a management card(AP9617).
Recently ,it reports Discharged Battery error. I have replaced the batteries, but the error still exists.
Is any well-wisher willing to send me a copy of instruction about adjusting the UPS battery constants via serial cable?

A user manual for a similar model UPS and the command structure:

I would suggest you begin with resetting the battery installation date. Than initiate a manual self test. If the self test completes successfully initiate a battery calibration with at least 30% attached load.
Once complete let the battery recharge and report back what you see and observe.
If the above steps fail you may consider completing a Brain Dead reset. Doing so will clear and reset the internal EEPROM.
