continuous beep when plugging UPS

Hello, I have a Smart UPS 3000 (SUA3000l). I change the batteries but when plugging in the power turns on the fan and starts beeping a continuous beep. The LEDs remain off. If I try to press the power button nothing happens, if I keep pressing the test button for a few seconds it turns on and shows some LEDs on. Then I can not turn off unless I unplug the power and then press and hold the power button. Has anyone had this problem and can you help me?
