Would you recommend a best tool to manage and monitor (SmartConnect, PowerChute Business Edition, or PowerChute Network Shutdown) one UPS SRT3000RMXLT for three ESXi hosts and three SRTL3KRM1UNC for switches in three different closets?

Management vs Monitoring are two separate and distinct things. Ideally all the systems would have a NMC. This would allow you to have full local access, control, and management of the UPS.
The APC Power Chute software is intended to provide graceful shutdown of a server / computer. Depending upon the type of access and environment all three could be used from PCBE, PCSS, PCNS.
Monitoring depends again on the environment and what the business has in place for live vs historical tracking. SNMP / SNMP Traps are typically used to capture long term historical events, data, and information.
Agents are the only method to capture live (real time) events / errors.
