AP9630 is the same no matter where you buy it. It also offers localization in the form of language packs you can load onto it but no matter where in the world you purchase it, the firmware is the same (which is where the features are located). So, the interface itself on the AP9630 itself is one thing that can indeed be localized with the use of language packs.

The other thing that goes along with the AP9630 if you need it is PowerChute Network Shutdown software that you'd install on any computer(s) you want to gracefully shutdown based on what the UPS is doing (current state, how long it has run on battery power, etc). As far as I can tell per http://www.apcmedia.com/salestools/SJHN-8HDKQT/SJHN-8HDKQT_R2_EN.pdf, that software is available in English only though.
