Upgrading firmware on AP9641

I have a bunch of NMC AP9641 with firmware v1.3.3.1 and v1.1.0.16. I tried NMC firmware update utility v2.3.1.1 and manual scp method, both methods failed. It seems the network interface restarts every time I tried to transfer the firmware file. My continuous pings would fail as soon as the file transfer starts. Is there an intermediary firmware I should go to and then upgrade to v2.3.1.1?

I have one NMC with firmware v2.0.0.6 that upgraded fine to v2.3.1.1.

I had to set portspeed to 100 Full for the firmware update utility to work. Now, I can't get ini utility v3 to work. I can do individual downloads and uploads but all batch downloads and uploads fail with error "Could not log in to FTP server". This is on AP9641 with firmware v2.3.1.1
