Unable to Start messenger service on Vista home premium 64

while installing apc's power chute agent i get an error saying unable to start messenger service and to manualy start it in the control panel under services but i cannot find it in services. the pic attached is the error i get while installing the agent.how do i install the agent and enable the messenger service

What version of PCBE are you installing? We do not support Home Premium 64 with PCBE, just Business, Enterprise, and Ultimate.
