System crash during installation Powerc. Personal & other strange problems

My UPS is a CS 650

If I install PowerChute Personal Edition (both version 2.1 and version 2.2) on my computer (AMD Phenom II X4 with 64-bit Windows 7) the system crashes and reboots without completing the installation and without specifying the error.
The system sees regularly, in devices management, the UPS.
I Also accused several problems: for example, sometimes happens that the UPS emits a few "beeps" as if it came in function the battery and then return, after 5-10 seconds, to the state of normal operation. And this happens very frequently for no apparent reason. Other times emits some beeps and suddenly turns off the computer and the UPS remains with bright red light and "beeps" with a continuous sound. Everything always happens for no apparent reason: in fact the electricity is always present, and there seems no power surges (for example observing the intensity of light of bulbs).
I checked the consumption of the system and get up to 340 watts (at max.).
On my system hibernate is disabled.

How can I figure out where is the problem that prevents the installation of PowerChute? maybe a conflict with drivers??

What do you think about the other problems on the operation of the UPS??
