Hi Amelia,
I don't think this UPS offers USB...
Your UPS should ship with an onboard network management card that you'll see installed in the SmartSlot in the rear of your UPS. Look for something that says AP9619 or AP9631 near an RJ-45 port. In order to set that up and configure it, refer to these instructions -> http://www.apc.com/support/index?page=content&country=ITB〈=en&locale=en_US&id=FA156064
If you want to call your local technical support office, they may also be able to help walk you through it step by step live if you can be on the phone and near the UPS.

Can you show me in this image what LEDs you're referring to to make sure we're on the same page? The load LEDs are the (5) stacked above each other on the far left. I want to make sure you're not referring to the battery charge LEDs on the far right as battery/load LEDs.
Assuming the far left bar graph on the left is what you mean, how much load is on your UPS/what is plugged in? I think one LED comes on at about ~15-20% load..
Do you have a UPS management card installed/configured to review the log files and UPS status info?

What equipment is plugged into the UPS outlets or powered by the UPS?
Do you have access to the network card to log in?

Ok, so that is tough for me to tell if that would be close to 20%. Could you log in to the UPS management interface to see what actual % is reported. This would be the best thing to confirm what the UPS reports as its load percentage to see if it is a problem that the load LEDs are not lighting up versus the load just reporting as really low and not enough to illuminate any of the load LEDs.
